Consultant Biographies

Gil Layton, E.S. Adv. II

Gil Layton is a transportation and environmental engineering specialist with 38 years of experience working at the Wisconsin Department of Transportation. There he served as the Chairperson for the Erosion Control and Storm Water (ECSW) Committee while working as an Advanced Civil Engineering Specialist for the department. He has experience as a project manager in both design and construction for major transportation projects and most recently served as the department’s erosion control and stormwater support person. He served on several boards and committees including the Wisconsin Land and Water Conservation Association Standards Oversight Council (SOC) that developed new standards for erosion control and stormwater management practices in Wisconsin.  He has an Associate Degree as a Civil Engineering Specialist from Mid State Technical College, Wisconsin Rapids.

Mr. Layton has been a guest speaker and presenter for many groups and associations including the Minnesota Erosion Control Association (MECA), NASECA Manitoba, NASECA Wisconsin, Manitoba Highways, the University of Wisconsin, Resource Professional Alliance, Fox / Wolf 2000 Alliance, Wisconsin Transportation Builders Association, Wisconsin Department of Natural Resources, the Wisconsin County Highway Commissioners Association, and the Wisconsin Realtors Association.

Currently he is the president of the North American Stormwater and Erosion Control Association (NASECA) Wisconsin Chapter and continues to serve as an Erosion Control and Stormwater Specialist to WisDOT central office Environmental Services and Bureau of Construction, through HNTB.
